you should have the base and car seat in the car , you don't have to bring it inside with you no, as long as your bf or husband can bring it in after the baby is born because they don't let you leave a less the baby is in the car seat at least in NYS

No you can have it brought to you when you're being discharged. But every hospital might be different. I'd ask.
