my son will be 4 months and hes not sick but he sounds like he has a lot phlegm... how can I reduce it?

my son is 3 months old and every time he gets a 6 oz bottle every 2 ish hours he still seems hungry. can I add cereal? were switching doctors so I can't ask his. TIA
