Yes from my last period to this one that just passed was 38 days

if your cycle is 38 days regularly, every cycle... it really all depends on how long your luteal phase is. But I'd say ovulation would be anywhere from cd22-cd26, which would put you around march 8-12th if your last period was February 15th. But also remember that sperm can live for up to 5 days and you're fertile days before your actual ovulation day!

But like I said, that's just if your cycle is regular 38 days every cycle, and all depends on how long your actual luteal phase is.
