Ok I have a dumb question. I'm a first time mom, so please no judging!!!
I'm almost 38 weeks and little man still hasn't really dropped... maybe just a tiny bit but not enough to count. :( I've tried so many things! If he doesn't drop by 40 weeks will I have to get a c-section? I'm not even dilated either but I know they can induce me for that. I just didn't know what they would do if he doesn't drop. His butt is right below my breast pretty much, he's pretty high up but he has long legs

No, they won't make you get a c section, some babies don't really drop until you're literally pushing.
no a csection is for serious problems.. medical reasons. just becsuse he havent came yet or whatever doesnt mean he wont come.. a due date is expected it is not guranteed you may be 38w you could be 36w duedates can be 2weeks off
they will induce you ... try nipple stimulation. .. i heard thats the only thing that truly works
