Have you check in his mouth for a tongue/lip tie? That can cause babys not wanna latch sometimes.. Or you could extract a little milk out of your nipple and use your nipple to rub it on his upper lip to see if that makes him wanna latch. But yes, definitely try a nipple shield as well, worked amazingly the first 2wks for me then we eventually stopped using it.
