Помогите разобраться! Сервис работает или нет? Что происходит?

It's definitely shutting down, parts of it are being moved to other agencies who are already struggling due to mass firings, and the services children with IEP plans use are in jeopardy. Where I live, schools with open enrollment just told all kids with IEP they can no longer attend the school because they don't have the resources now, and they have to find a new school even though they went there just fine for like 8 years and don't know anything else. It's horrible. The kids and parents are freaking out, but it was very predictable.
