If you don't have any income of your own but take full responsibility of caring for the family needs then he needs to make sure your "family budget" is available so you can pay bills, take care of emergencies, etc. You really need to sit down and have a deep talk with him. What is right for one family may not work for another but having no access to bank account or cash can lead to financial abuse down the road. If that is not his intent then he needs to figure out how to make a budget for family needs and personal needs. Even if he only gives you an "allowance"( that's what we call it in our home, the money we "pay ourselves") of $200 monthly he needs to make sure you have something to take care of your personal needs and access in case of emergency. If he feels that you're not responsible in your spending I can see him limiting your access but not cutting it off.
Write down all your expenses. Even the little things and how much money comes in a month. You’ll see where majority of your money is going and be able to make changes.
How long have you been a sahm? Is it possible that when (if) you were working before, he never realized how helpful 2 incomes were until recently?
Bills, groceries, insurance, etc. aside, how much money is left over and how is it handled?
Do you guys get take out? Do you coupon?
These are the kinds of questions you both need to sit down and look at instead of pointing fingers. Numbers never lie and they'll give you a better idea of what can be done if changes need to be made.
