That’s normal for that age. She’s still young so just keep trying. Offer rewards for when she goes.

Some days my daughter gets so excited and uses the potty all day. Other days she screams bloody murder any time I try to get her to use it. I don’t push her though. She knows what it’s for and how to ask I just don’t think she’s quite ready.
