You apply when you’ve got a place, usually with private properties you pay a months rent in advance so the housing benefit is usually paid within that month if that makes sense x

I moved into my flat in March last year and yes they do get the money to you in time and should do for you to. x

It's once you've actually got the new place and you've gained tenancy. It can take 4 or 5 weeks to come through but they back date it to the start of your tenancy
