Need some advice.
We started my two DD's in preschool a few weeks ago. They go 2 days per week and are home the rest of the week. My older daughter LOVES it. She'll be 5 on Monday and loves learning, the interaction, and her new friends. My younger daughter who's 2, not so much. She cries all day apparently. Yesterday her teacher sent home a note asking for suggestions because she has tried everything. She hates being away from my husband and me.

Can she brings toys to the daycare? Could you take her to the store and let her pick her out a special toy that is only played with there?
Also you could help make after day care extra special. Things that are out of the ordinary. Colored bath time, glow Stick baths, coloring together, building a tent to eat in, etc

Your younger daughter might just need more time at home with you before she's ready for school. There's nothing wrong with that.

In my area, preschool is only offered for ages 3+, so I have never sent my kids to preschool that young. But maybe you might be to go with her for a day so that she sees its okay.

The problem is I work full time from home so I have to have care for them. They've always had in-home care and they still do the other 3 days per week, but we felt our soon-to-be 5 year old really needed to be in pre-school to prepare for kindergarten and have that social interaction. I can't afford to take the younger one out and keep the older one in. It's either the older one doesn't go and get that much needed interaction and learning environment or the younger one goes and suffers.
It's so hard! I feel like I have to choose between my kids and what's more important.

Does the 2 year old do other things away from you? My daughter is 22 months and has been going to daycare since about 9 months. Only recently has she started crying a lot when we drop her off. She is having a lot of separation anxiety, even though this is familiar to her (she goes 2-3 days a week like your kids). I wonder if your 2 year old is the same? My daughter only likes her grandparents, her swim teachers, and her parents right now!

Not really, my mom watches her 2 days a week at my house so she's comfortable with her and loves going over there to visit, same with my MIL. Other than that, she's always with us.
