Rant!
I have totally had it with my job. I have been working for over two years, hoping to move up and make a livable wage. My annual review should have been back in May. I was told then that they would have to delay it for 3 months, but would prorate whatever raise I got. I had do do a little prodding, to finally get my review (it is now nearly a month later than they said it would be), and finally got my raise, but they did not compensate for the almost 4 month delay like promised.

I am feeling the same way. But I work at a hospital that will make the delivery free. So quitting is not an option. I am attempting to transfer to corporate, would get to keep benefits and leave. Got to the point where I had to go to HR. I hope your situation gets better.
