Vapor bath worked for my little one, plus it relaxes them (: I did that when my son was sick and by then end of the bath he had his nose clear enough to fall asleep right after. I know you said 1yo but it could definitely work :)
I shut the door and window in the bathroom and turned my shower on the hottest it would go. I also used the j&j vapor bath (you can use any other brand too). The vapor smell from the bath and the steam in the room unclogged his nose and relaxed my son. I've only done it twice but it worked both times :)
