If your SO has been calling a number and it's not in their contacts lists but they've called it multiple times a day what would you do? Am I overthinking this? I wish I had someone to call it for me. I don't want to get called out if it turns out being nothing.

Use *67 before the number and call. Your number will show up blocked! They won't know who it is
Why don't you do it from your own number but block so no one is able to see it? I know how and it's free. For exemplo, you get the person's number and Edit like this in your phone.
