i cant get a good picture but can anyone tell me what is this from a description?

my baby is 4 weeks old and she has had like a light dry spot on her forehead around her eyebrow and now ive noticed its gotten worse and looks "scaly" and really dry...i wash her really good at bath time and put lotion on her and even that doesn't help and baby oil doesn't get rid of it either and its only in that one spot...any advice please?????
