Sounds like you have trouble "letting down" your milk. It's where your boobs get tingly and your milk starts to flow down and out. What helps me is having baby on one boob while pumping the other or if you're not around baby try to visualize baby's face or look at pictures of baby and it should trigger the "let down." If you're still not getting much results I'd try mother's milk tea and try out some relaxing techniques.
