my four week old does that too. he is breastfed. he turns red. usually in the afternoon he end up pooping. you're from Compton too :) we are basically neighbors lol

Hmm she is still really little to be given chamomile tea.. Try upping your water intake and give her like a little tummy massage

Is she formula or breastfed? If it's formula is could be the that and if she is breastfed it's kind of normal but how old is she?
