Looks like a rash either from not washing well enough (been there, it's hard to get every crack and crevace lol), not rinsing well enough (soap residue) or perhaps staying wet too long? My daughter had that once, and next bath I washed it really well, rinsed super thoroughly and made sure to not only pat it dry GENTLY with a soft towel, but I also blew on it til I didn't feel any moisture at all lol it went away after a day or two of doing that so whatever it was, one of those three things made it go away lol
@jaunty, normal? no common, yes.... what @hellosweetie said just make sure to dry all of their little folds- its hard and takes time but just keep it dry and it should clear up

I believe it is normal newborns tend to peel and have all type of weird stuff in their folds but if concerned talk to the Dr
