Telling him how you feel and him disagreeing is different from doing something major behind his back. That's asking for divorce. How would you hide a surgery anyway?

Getting your tubes tied is a big deal. What if you were to change your mind in a year or two? I don't think you should do it behind your husbands back. I would take some time to really think about it and to talk with your husband.

It would be messed up to get it done and not tell him, next time you bring it up just tell him your getting it done, don't make it a discussion, it's your body, if he wants more children there is always surrogates or just don't have sex with him, my husband wants me to get my tubes tied because he doesn't want anymore but I do, so I'm not getting it done, if he doesn't want more children then it's his responsibility to make sure it doesn't happen, that's how I look at it

He's going to be hurt either way. But don't hurt AND betray him. At the end of the day I'm almost sure the guilt would eat you up for not telling him. You at least owe it to him and your marriage to be honest about what you want
