Try different surfaces, your bed, her bed, on a play may, on a blanket on the floor. That's how I got Riley to do it

My son was the same way I tried everything & nothing worked sometimes it just takes time she might not be ready

@benjismom, yes I use a play mat. I don't think toys interest her. I've tried it all.

my daughter is a little over a week and she likes to lay on my chest and try to lift her head up. maybe you could try that? being on you tends to calm them down

give her toys. like tons of toys and use a play mat. I know it's hard I wanted to cry when he freaked out. but now he loves it and he learned tummy time meant toys.

If you have a boppy or something similar you can prop her up on it
