1cm dilated & 60% thinned. Anyone wanna tell me how they got further along with dilation?

Had my cervix checked (at hospital) on Sunday 1cm dilated.... go today my doc says I’m not dilated at all . Ummmmmmmmm 🤷🏾♀️
How do you know if you are dilated? Does your water have to break so you can be dilated? I'm 38 weeks and I still don't feel labor stuff lol

I had a membrane sweep today. Before the sweep I was 3-4 dilated & 75% effaced.
