When they actually have the cognitive ability to grab and play with toys, it's usually around 4+ months. My daughter was 4 months when she could consciously interact with a toy in front of her. Before then it's most likely just a reflex reaction.
My son was playing with toys and talking baby talk to them by two months old. Every baby is different! In the beginning, the most interesting you will be mom!

2 1/2 mo I started giving him toys but he'd play with whatever was near him about 2 months

Mines started to grab his toys at 3 months just like he started to hold his bottle. All he does is put them in his mouth lol
