yes it's perfectly fine to give it away, you just can't ask for money for it.

Yes! My daughter couldn't eat the formula wic gave me it made her really sick. I asked if they wanted those checks back & they told me no continue getting them incase you really need them. I gave them to my friend since my daughter couldn't eat it.
