Does anyone have a short cycle ( like 21-23 days) and still ovulate for sure? because I don't think that I do...is that an relatively easy problem to fix?

I tried the basal thermometer method it is very meticulous. I find it hard to keep up with and I don't know if I'm doing it right enough. so I get frustrated.

Tracking your temperature with a basal thermometer can help determine ovulation

Have you tried the ovulation testing strips? It doesn't matter how long your cycle is, start testing when your period is over every day and it will tell you when you're ovulating
