Yes you can claim the baby as long as they are born this year. You get the whole credit regardless of when the child is born as long as it's this year, the same if you were to get married on December 30th you would be considered married the whole year for tax purposes.

I don't know if it varies but my friend did not get the entire credit for her baby. He was born December 1.
