Что происходит с соседским ребёнком?

I think i know what my daughter's issue sleeping at night has been, its the neighbor's child upstairs between 8 and 9:00 she starts to let her 7 year old son run around for about 2 to 3 hours straight until about 11:00 and tonight he's doing an extra loudly and she's already come out from her bedroom 20 times, and it still happening as I talk. She comes out screaming the top of her lungs and crying. How is it this lazy person upstairs is sitting on her big old butt not having her son calm down when it's a school night especially is beyond me. My husband and I think it's because chick upstairs tries to get a rise out of us and make us fight cuz that's usually what happens when this happens. I don't know what else her problem is but it's been going on for almost 2 months now with her constantly waking up all night long. But what I don't understand is my twin boy who sleeps in the same room has been dead asleep this whole entire time like every night. So all in all this has been going on since 7:45 tonight. Its getting ridiculous
