Looks like baby acne. 2 of my kids had the same thing once they hit about a month old. It's from hormones.

@ethanandkayleensmommy with my son I never found anything to help but with my daughter unscented baby dove soap and oatmeal baths helped. Keeping it clean and dry helped too. Eventually it'll clear up on its own.

I'd say allergic reaction or baby acne along with excess moisture between folds causing a rash.
