So I'm currently making goodie bags for the neighborhood kids my girls are friends with.
I know most of them celebrate halloween since I've seen them out and about trick or treating the last 3 years.
But I have a dilemma. The newer neighbors (moved in 5 months ago) are Russian and I don't speak with the parents much because of the 'language barrier' but our kids were instantly friends. I want to include their little and give her a bag as well. I've done very little research on the topic (still looking atm) and found that they don't celebrate halloween(?). I want to respect everyone's culture and not end up assuming they do/don't celebrate.
So I guess my question is, should I remove the "happy halloween" sticker I'm putting on each bag? Should I write something else?

That's very thoughtful of you. Honestly, I'd probably just leave the stickers.its not like they have demons on them pr anything, right? What's the harm in a little bit of American fun?

That’s really sweet of you to do! I agree with these ladies, just give it to them.
