Rounding. 45 rounds up to 50. 54 rounds down to 50.
The answer gives the intent away. The question is about understanding how to round to the nearest one's place. If 5 or above it goes up, if 4 or below it goes down. So if she estimated and the answers given are as above: She is rounding from those numbers.
