former licensed cosmetologist, water molecules disturb the absorption of color in the core of your hair. you’re more likely to end up with a blotchy, uneven color if your hair is wet, and it may not be as vibrant. i would also recommend not coloring freshly clean hair, the less oil in your hair, the more damage color will cause :)

I had leave in conditioner in my hair and rinse it out real quick but didn't use anything else should I wait until tomorrow?

There are actually some hair colors that want your hair to be damp. Especially if your hair is extra dry so the color doesn’t soak up super fast in those porous areas
