First question,
So my daughter has the tiniest bumps on her neck and on her stomach. It looks like a rash. Every time I ask her pediatrician about it they just say to put A&D on it the first time (did that didn’t help, but desitin helps), the second time I ask about it he tells me to put lotion on it. My daughter scratches it, mostly when she’s sleepy but it gets worse when she’s scratching. I try to keep her from scratching it of course. On top of that she has these patchy looking spots in the crease of her arm like above her elbow. Her face looks a little patchy too (on her eyelids) and I know it’s dry skin. I was told when she was a newborn that she might have a mild case of eczema. So my question is, is there any lotion that could possibly help both skin irritations.? I would want to be able to use it on her face as well..

I would try switching to milder soaps and lotions. Aveeno and cetaphil have great options. I’d look into those. The dry in the creases is usually a sign of eczema so you’re right on target with that. I hope you’re able to find some relief for your little one

She uses Aveeno lotion and bath soap. She has since birth.. Is there a specific kind maybe?? Or maybe I should look for cetaphil

I agree with mswedes. Switch to free & clear detergents, and fragrance free bath soaps. Try oatmeal baths & we love the aquaphor brand.
