There's no telling until they're about 3. My daughter is almost 5 and still uses both hands to write. She's a rare breed though.

This little girl uses her left hand best but like she tries with her right and it’s crazy. You can definitely tell the difference when she eat and feeds herself

Best way to tell is to sit or stand in front of them and hand them something like a marker or spoon and see which hand they take it with
