But don't you normally use milk to make Mac and cheese? Water to boil, milk to make the cheese sauce.

Don't people usually use milk? I've only ever used water if I ran out of milk lol.

Too, boiling milk will curdle. Unless you are leaving pasta in water overnight or something.
I just buy dry pasta
Boil in water (salt water) til tender but not over cooked
Drain water
Add butter and milk + fontina and cheddar cheese.

@mommysaurusx6, you could thicken the sauce with cornstarch.
