Some kiddos are just born that way and no amount of tummy time will correct it. Is your ped concerned? Also recommend an eval by physical therapist or physiotherapist. Even a pediatric chiropractor (they do not do adjustments on babies that little for their heads) can make a medical opinion on this. Depending where you live, there’s also places that specialize in this type of eval. The one by me is called Cranialtech.
Full disclosure - my son had a helmet for a few months due to how his head was shaped when he was in me. Our pediatrician was the first to raise her concerns, then we went for a second opinion at a pediatric chiropractor. Both said a helmet would be beneficial. So after that we went for the helmet.
