See a LC and hand express into a spoon or med cup.... His belly is still small enough that you can express and not use formula.

Do not feed formula.. his stomach is so tiny, if you’re already giving him formula that’s not good. He doesn’t need it. Strictly try to get him to latch. His body is still feeding off the reserves from when you were pregnant. He will be for the next 5 days or so, so focus on the constant feeds/getting him interested in the boob.
