Maybe your placenta is in the front of baby blocking the kicks

I started freaking at about 22 weeks because i wasnt feeling him move very much and they did a fetal heartbeat and his heartbeat was strong they said it was most likely he was face down, so his movements went as obvious because he'd hit my organs instead of belly.
