What can I do with my 9 month old during the day besides going to the park? Pools aren’t open yet and I hate just having him at home or only going to the park to swing, we both need out of the house.

Go for adventure walks. We went bee spotting at the weekend. My little man loved it.
See your library hosts storytime? If you live near a Barnes and Noble they host free storytimes.
