Never too early. Even now when I bathe my daughter or when I take her to the bathroom I’ll tell her nobody else touches her there, just momma when I clean her.
I started early! Soon as their old enough (and it’s different for every kid) to wash themselves, I tell them that it’s their job because it’s not appropriate for anyone else to touch it. Even mommy!
I taught my son right when he turned 3 that the only people that can touch his private parts (penis, testicles, butt) are the doctor and mommy and daddy (so we can help keep him healthy and clean). I knew it was time because he was asking a lot of questions. The doctor also mentioned it to him at his 3 year appointment which I really liked.
