2 year old taking off diaper constantly

What does this mean and why is he constantly doing it? He takes it off if it's dry or wet. Everytime I turn my back it's off and he already got pee all over his playpen and it's really not cleanable. Is it a sign that I should potty train? All he does with his potty is sometimes sit on it, and pretend he is going potty, but mostly uses it to stand on to get things up high he can't normally reach.

has anyone experienced a child who doesn't want to use the potty? My son fully understands the process of using the potty and knows when he has to go but he just doesn't want to use the potty. He loves diapers/pullups 😐.
