Anyone knows for sure that if a person on a visit visa could get married to a US citizen without any problem?

@iqrahp5 how long have you known him and how did you meet? How would your girls' father feel about them moving to dubai?
You can get married while in the US on a tourist visa, but the non citizen has to return to their home country before their tourist visa is up. They can’t just marry and then stay here because that would be visa fraud.
It has to be a fiancé visa I Believe. It can’t just be a regular visa.
I don't believe you can anymore. My aunt did with my uncle but that was back in the 90's
