Does he nap? We had to drop naps most days because my daughter would be up until 11:30 otherwise. Now she’s down by 7ish.

Does he have a routine? Kids strive on routines like eating at the same times and set a bed time, put him in bed and do whatever bedtime routine you do and walk out. Don't give him a choice. My 1 and half year old would stay up all night if i let him but I put him in bed at 7-8.
