i used adhesive removable hooks when i made a highchair thing for my daughters 1st birthday. Kids tugged on it but that baby stayed put.

it was a tully skirt that covered the entire bottom of the highchair and i had floral decorations that matched her 1st birthday theme as well as the cake 😋☺️
