Dry erase markers on toilet seat cover so she will draw rather then worry about the toilet?
Put a bedpan in toilet so she wont feel the air from toilet..

I heard if they that far in age and still hasn’t got it to talk with the pediatrician to see what’s going on!

At that age I would talk to her pediatrician. She's old enough she should be at least some what potty trained. She could have a problem with her bladder causing her to not have control over it.
