@lovelily she does it when she does her little whiny cry not a strong cry. But yea I guess I shouldn't be too worried about it. I was just wondering because her dad snores really bad and so did my 4 yr old. He got his tonsils removed in March because of it.

It's just a sharp intake of air through the nostrils, especially if it's a strong cry and the nostrils flare, causing constriction of the nasal passage. I don't think it's a precurser to snoring. If it occurs when she's not crying I'd be concerned.
