It looks like atopic dermatitis. My daughter has had it since she was 6 months old. She still has really bad flare ups. When she was little the doctor had us do wet/dry wraps on her legs and arms and it helped.

Over the counter hydrocortisone was the only thing that cleared up my son’s eczema.
