Will the doctors do a membrane sweep if u are dialated at a 1

My doctor was going to do.it for me at 38wks... This was due to.making sure my family was able to be there for the birth (out of town reasons) ... She never mentioned that I had to be dilated or anything... I had my daughter at 35wks so this didn't happen lol
