I see nothing wrong with his hair. Try Shea moisture products and leave in conditions. Or you can go the natural route. I use mayonnaise, olive oil and an egg in my hair. Leave it for 30 minutes and when I was it out my hair is so soft and curly. And all frizz is gone.

Moisturize it well and leave it! Baby hair is unruly but cutting it won't solve much because it will eventually have to grow out
