Spell it NOA, like the daughter of Zelophehad in the Bible. I think it's sounds unisex overall, and more people are using it as a female name these days. He's probably primarily familiar with Noah's ark which is understandable.

@tericah2013, the spelling of “Noa” is a Hebrew girls name.. and there was also a girl Noah in the Bible. Maybe just show him some examples of it being used as a girl name 🙈
