The plug refers to a block heater. You plug your vehicle in to ensure it starts easier, or at all, in very cold weather. It generally doesn't come standard in vehicles but is very very worth it if you live where it can get cold.
This is my life 5-6 months a year. NW Minnesota, we just had a blizzard yesterday and its still snowing and wind is blowing pretty hard. Roads are icy and snow drifts everywhere. Was -10 earlier but i imagine it's colder now that it's dark. Love living where the air hurts to breath lol
Eta: its very uncommom to find a car here without a plug in.

@vanGogh Most of us have to plug our cars in at night because it gets so cold, if you dont your car wont start. Morganna it feels like that here. BRR
