If they are still not saying anything you definitely need to come up with a sign for potty. Every time you put him on the potty do the sign and say potty toilet whatever word you want to use.
They say take a whole weekend to dedicate to it. Dont go anywhere just every 15-30 mins take them to the potty. Alot of people say if you buy stickers or an m &m etc to givw after they successfully use the potty helps too.
Scarlet will answer correctly if I ask her did you potty. So I'm trying to work on her recognizing what potty is before we really start trying the big girl potty.
I'd say watch signs when it looks like he has to go and put him on..or put him on every 30ish minutes. Maybe find a nonverbal way for him to communicate potty. I had a child in daycare who didn't speak english..we used some sign language for her to communicate potty. Maybe that will help?
