That's the build up of scar tissue underneath.
I wish more Drs & nurses would tell us about scar tissue & how to reduce it.
Use things like olive oil, mederma etc., and with gentle pressure rub the scar itself and around it about 2 inches all around the scar, counterclockwise. Do this at least twice a day. Press down as much as you can safely and without too much pain can stand it, add more pressure every week, do that for a few months. You will notice it getting a little softer.
Posting Csection incision/scar pics for any mommas interested in how the scar heals. Mine is very low covered in pubic hair mainly. Its a little swollen, not sure if that will go down. 3 weeks post almost. Pics in comments just in case anyone is offended by pubic hair or bikini lines

Dermatologist about c section scar
Has anyone been to a dermatologist about a c section scar? Can they even do anything?

Well here I am 3 weeks PP! I'm actually 6 pounds under my pre pregnancy weight! Oh and let's ignore my new lovely c section scar lol... ;)
I'm 19 months pp and it itches sometimes when hair starts to grow lol but I do once in a while get small cramping pain there. My scar isn't even flush with my skin. I can still feel the scar when I run my hand over it :(
